
Are you ready for the Digital Switchover?
The Partnership

To assist members with the analogue signal switchover, Consortium Procurement were asked to develop a framework which would be available to existing and future members.
The core membership area of the Consortium was separated into distinct geographic 'lots' so that a variety of bidders could participate in the process. This was to ensure that members were offered choice and that the framework provided competitive pricing. Each lot was evaluated in its own right and four contractors were appointed to each lot.
The procurement was carried out using an 'open' procedure through the Official Journal of the European Union (OJEU). A formal request was made and granted for an extension to the length of the framework from the usual maximum of 48 months to 72 months. This was requested on the grounds that the switch to digital signals was scheduled to continue until 2012, and that the ability of some Consortium member organisations to resource and execute the requirements of the change-over could be adversely affected by a framework that concluded after only 48 months.
The partnership is now in place to provide members with a comprehensive solution to handle the upgrade and installation of communal aerial systems so that tenants can continue to view terrestrial television channels once the analogue signal ends.
