
The Procurement Process
The process followed by Consortium Procurement has been designed to produce framework agreements that offer compliant routes to market in a transparent manner. The key milestones in this process are:
Identify the need - Consortium Procurement works closely with Northern Housing Consortium members to identify the supply and service areas that would most benefit from the introduction of collaboratively procured business solutions.
Identify the correct process - All business solutions are let through the Official Journal of the European Union (OJEU) using the procedure that best fits the need identified.
Involve the membership - Consortium Procurement involves members at the key stages in the process defining the need, developing the specification, and evaluating tenders
Develop the specification - With the support of Northern Housing Consortium members (and, where necessary, leading industry experts), Consortium Procurement develops the specification required to produce a framework agreement with the flexibility, effectiveness and value required by members.
Select the partner - Using our own extensive experience of public sector procurement and the skills of an Evaluation Panel of member representatives, the correct partner or partners are found to populate each framework and ensure that quality and choice, as well as consistent efficiency gains, are achieved over the course of the agreement.
Manage the framework - Consortium Procurement manages all of its frameworks in order to ensure that quality, innovation, efficiency and continuous improvement are demonstrated by all framework partners, utilising User Forums to share best practice and provide effective issue resolution.
